March 23 Annual Parish Meeting Minutes

Halton Holegate with Halton Fenside Parish Council

Minutes of the Annual Parish Meeting held at Halton Holegate Methodist Chapel on Thursday 9th March 2023 commencing at 6:50pm. These are notes of the meeting until approved as a true record.  

Present:

Cllrs D Sisson (Chair), C Holmes (Vice-Chair), C Edwards, and T Robson; and the Clerk to the Council - J Sargent.

There were no members of the public in attendance.

1.    Chairman’s Welcome.

The Chairman welcomed all present, reminding attendees to turn off mobile phones and of escape routes towards emergency exits. 

2.    To approve the minutes of the previous Annual Parish Meeting.

After a brief re-cap on the previous Annual Parish Meeting, it was resolved unanimously to accept the minutes as a true and accurate record. 

3.    To receive annual reports from:

a.    The Chairman

The Chairman’s report was made available to Councillors prior to the meeting and will be posted on the website. 

The Chairman updated those present on the appointment of a new Clerk and advised the precept will increase, however, below the rate of inflation. The Council will continue to comment on planning applications and other issues in the community such as those relating to highways and footways. Several policies have also been updated.

Notification of the upcoming elections is on the noticeboards, including information on the requirement for photo ID.

b.    LCC Councillor

Cllr W Bowkett was not present. Cllr Bowkett provided a report prior to the meeting, commenting on issues with highways, LCC’s budget and where funds are going to be allocated. Cllr Bowkett advised using fixmystreet to report issues with highways. 

Cllr Bowkett reported on adult care and children’s services the LCC provide, and the financial commitment required.

c.    ELDC Councillor

Cllr T Taylor was not present. No report submitted. 

d.    PCSO

A representative from Lincolnshire Police was not present. The Neighbourhood Policing Team submit a monthly newsletter, distributed to all Councillors. 

4.    Questions from residents of the parish.

C Holmes spoke about the potholes on Halton Road and questioned whether any Spilsby residents had reported this to Spilsby Town Council. The Clerk confirmed no Spilsby residents had reported issues with Halton Road.

The Chair of the Council closed the meeting at 7:00pm.
