Halton Holegate with Halton Fenside Parish Meeting
Minutes of the Annual Parish Meeting held at Halton Holegate Methodist Chapel on Thursday 14th May 2026 commencing at 6:30pm. These are notes of the meeting until approved as a true and accurate record. 
 
Present:
Cllrs D Sisson (Chair), C Holmes (Vice-Chair), C Clare, C Edwards, and T Robson; and Clerk - J Sargent.
 
There were no members of the public in attendance.
 
1. Chairman’s Welcome.
The Chairman welcomed all present, noting there were no members of the public present and thanked those in attendance.  
 
2. To approve the minutes from the previous Annual Parish Meeting.
The Clerk provided a copy of the draft minutes; no questions were raised. It was resolved unanimously to approve the minutes from the previous Annual Parish Meeting as a true and accurate record. 
 
3. To receive an unaudited statement of income and expenditure for the financial year 2025-26.
The Clerk provided an unaudited statement of income and expenditure for the financial year 2025-26. No questions were raised. 
 
4. To receive annual reports from:
a. The Chairman
Cllr Sisson provided a written report, included as an attachment to these minutes and updated attendees on the recovery from the 2023 storms, energy transmission projects planned to come through or near the parish, planning applications and parking issues on Station Road. 
 
Cllr Sisson thanked Councillors for their dedication and commitment and was pleased to continue to have a full Council. The Chair also thanked both the District and County Councillors for their support, as well as the Parish Clerk for his efforts in the role.
 
b. LCC Councillor
County Councillor Maria Hume was not in attendance; no written report provided. Cllr Hume can be contacted via email at cllrm.hume@lincolnshire.gov.uk.
 
c. ELDC Councillor
Cllr T Taylor was at an ELDC Planning meeting and submitted apologies; no written report provided. Cllr Taylor can be contacted via email at terry.taylor@e-lindsey.gov.uk. 
 
5. To receive annual reports on the Halton Holegate and Alice Audley Charity Trust from Cllr T Robson.
Cllr Robson advised that the Trust was in place to provide parishioners with a donation, once a year at Christmas time. There were 8 recipients in 2025, with each receiving £40.00. Each of the recipients were personally visited by a trustee to be presented with the donation and a card. 
 
Cllr Sisson added that recipients do not have to be going through hardship to be eligible, it is open to all parishioners in Halton Holegate and Halton Fenside. 
 
Cllr Robson confirmed there are 5 trustees and a Clerk, who meet once a year. 
 
6. To receive questions from residents of the parish.
Cllr Robson questioned whether there was any further information available on Local Government reorganisation in Lincolnshire. Cllr Sisson confirmed that proposals had been submitted to national Government who would be deciding on the boundaries for the unitary authority.
 
Cllr Clare expressed concern that Town and Parish Councils do not have the resources to take on responsibilities of the District Council such as planning. The Clerk advised that many other Clerks were unhappy with this prospect and stated that they would not continue in the role if additional responsibilities were handed down. 
 
With no further questions, Cllr Sisson closed the meeting at 6:54pm.
