To whom it may concern,
 
You are welcome to attend the Full Council Meeting to be held at Halton Holegate Methodist Chapel, Station Road, Halton Holegate, on Thursday 11th January 2024 commencing at 7:00pm.
 
There will be a public session at the beginning of the meeting. At the discreton of the Chair, members of the public will be invited to make representations or to ask questions in respect of matters on the agenda and other matters in the Parish. Time is set at a maximum of 3 minutes per person, or 15 minutes overall. 
 
A maximum of a further 10 minutes will be allocated to receive brief reports from the Police and elected members of Lincolnshire County Council and East Lindsey District Council.
 
If the time allocated is not required, the Council will go into formal session.

2. Apologies for Absence.
To receive and accept apologies where valid reasons for absence have been given to the Town Clerk prior to the meeting. 
3. Declarations of Interest.
To receive declarations of interest under the Localism Act 2011 - being any pecuniary interest in agenda items not previously recorded on Member’s Register of Interests and any written request for dispensation.
4. To confirm the minutes of the Council meeting held on Thursday 9th November 2023.
5. To confirm the minutes of the Extraordinary Council meeting held on Thursday 14th December 2023.

a. To approve the list of accounts submitted for consideration for November.
b. To receive an updated Bank Reconciliation for November.
c. To approve the list of accounts submitted for consideration for December.
d. To receive an updated Bank Reconciliation for December.
e. To receive a budget review for the third quarter of the financial year.
f. To confirm the precept request for 2024-25.

8. To receive notification of any planning permissions, refusals, withdrawals, or amendments.

9. To receive an update on highways, footpath, and road closures.
a. To consider the problems with parking on Station Road.

10. Village Flood Investigation.
a. To receive a Flood Report Update. 
b. To receive a review of the Action Plan.
c. To receive an update on the consultation meeting.
d. To consider Emergency Plan updates.
11. To consider adding flood risk information and advice provided by gocompare.com to the Parish Council’s website.
12. To consider a Training and Development Policy.
13. To consider action to fill vacancies on the Parish Council.

15. To confirm the date of the next meeting as Thursday 7th or 14th March 2024.
