MINUTES OF THE HALTON HOLEGATE PARISH COUNCIL HELD ON 13th September 2018

  2 To sign as correct the Minutes from the last meetings held on 12th July 2018, Proposed Cllr
   Sisson seconded Cllr Mr Andrew and unanimously agreed that that the Minutes should be signed
 
  3 Declarations of Interest
  Cllrs Mrs Holmes & Mr Sisson declared an interest in Planning agenda item 9b
   
   4 Clerks Report
a) The Clerk has advertised the Councillor vacancy on the notice board and the web site –
   no response Noted
b) The Clerk noticed that the Notice Board was open, discussed, no one is aware of any
   problems, the Clerk will mention it to the school & the Church
 
5 Correspondence received sent to Councillors before the meeting
Community Lincs – Employers liability Insurance certificate received

6. Informative matters from LCC & ELDC Councilors
LCC Cllr Mrs Bowkett was not in attendance, however she had sent an email update which the Clerk read out
ELDC Cllr Swanson updated the Council on the following ELDC Local Plan &Councillor Grants

     Cllr Sisson & Cllr Mrs Holmes declared an interest

     Letter received from the Superintendent of the Chapel expressing concern over
     this   application.  Advised to send objections to East Lindsey
     FULL PLANNING PERMISSION GRANTED
     Cllr Grant will speak to Chris Panton over this matter
 
   
10 Footpaths & Highways
Reported – Potholes – Providence cottage
a) 4108357 – Missing Grit Bin Station Road.
Chased 07.09.18 The bin was damaged therefore it was removed by LCC.
They will not be replacing it – no longer meets the criteria
b) E Mail from a resident re footpaths, acknowledged
c) Speeding – wheelie bin stickers Clerk is to order 24 stickers

11 Staff Appraisal – Taken place – Cllr Mrs Holmes
This review took place on 3st July, Targets were reviewed and new one set, which were accepted by the Clerk
 
12 New password Protected memory sticks
These have now been purchased, and are held by Cllr Mrs Homes and the Clerk
A lockable box has also been purchased for Cllr Mrs Holmes for storage of the stick
 
13 Councillors Feedback
Councillors were reminded that Councillors should speak on behalf of the Parish Council unless it has first been discussed at a meeting and agreed
