 MINUTES OF THE HALTON HOLEGATE PARISH COUNCIL MEETING

HELD ON 14th January 2021.

1 Apologies for absence

2 To sign as correct and adopt the Minutes from the Parish Council Meeting held on 17th November 2020.

Proposed Cllr Ms. Oliver, seconded Cllr Mrs. Holmes and unanimously agreed that the Minutes should be signed.

3 Declarations of Interest

None

4 Clerks Report

a) The Co Option notice remains on the web site & notice board

b) The Clerk has contacted Ladybug to confirm the grass cutting contract for 2021.

c) The Clerk is continuing to work on the New website.

6. Informative matters from LCC & ELDC Councilors

LCC All Councilors had already received Cllr Mrs. Bowkett’s report via e mail.

Cllr Mrs. Bowkett also advised that the application for the reduction of the speed limit is due before the Executive board, she will keep the Council informed.

Cllr Sisson gave the Councils thanks to Cllr Mrs. Bowkett & Cllr Mrs. Holmes for pushing this application forward.

ELDC Cllr Swanson reported that ELDC were consulting on the budget, further information could be seen on the ELDC website.  Cllr Swanson also reminded everyone present that the renewal of the subscription for Green bins was due and could be completed online.

Proposed Cllr Mrs. Holmes, seconded Cllr Ms Oliver and unanimously agreed that these payments should be made.

d) Budget & Precept proposal – information sent to Councillors before the meeting.

It was proposed by Cllr Mrs. Holmes, seconded by Cllr Andrew, and unanimously agreed that there should be no change to the precept and a claim for £3780.00 should be made.

It was unanimously agreed that the Council would object to this application, and that each Councillor would work on comments to go with the objection.  These comments should be sent to the Chairman by the 15th of January, so they could be included in the Council’s response.

a) Jobs Reported

367086 Large puddle corner of Station Road- Report State Fixed, further information submitted.

356178 Halton Holgate sign – Job raised.

376472 Footpath uneven by the side of the Methodist Chapel to Peasgate Lane - further investigation to be carried out.

378664 – Road between Black Horse & Fen Bridges – assessed and work planned. Some potholes have been repaired.

To report – Station Road covered in mud, report Street cleansing team required.

b) B1195 Halton Holegate – Road safety & Speed check Cllr Sisson application sent to Executive board.

12. Support for the Chapel - Cllr Sisson

To report on the contact made with the Chapel authorities to ascertain if they require any support or assistance with matters that might prevent reopening once COVID-19 restrictions are lifted.

Cllr Sisson advised all present that the Chapel fully intend to reopen once restrictions allow and a risk assessment has been completed, the Chapel has no income at the moment. The Council acknowledged the importance of keeping the school room open, therefore it was proposed by Cllr Mrs. Holmes, seconded by Cllr Ms. Oliver, and unanimously agreed that the balance of the monies budgeted for room hire, after the payment made for the zoom license should be paid to the Chapel.  A cheque for £175.00 will therefore be issued.
