MINUTES OF THE HALTON HOLEGATE PARISH COUNCIL MEETING

HELD ON 11th March 2021.

2 To sign as correct and adopt the Minutes from the Parish Council Meeting held on 14th January 2021.

Proposed Cllr Ms. Oliver, seconded Cllr Andrew and unanimously agreed that the Minutes should be signed.

4 Clerks Report

a) The Co Option notice remains on the web site & notice board.

To be carried forward to the next meeting.

5 Correspondence received.

a) Request from LIVES for financial support.

It was proposed by Cllr Mrs. Holmes, seconded by Cllr Andrew that the Council abide by our policy of ‘No Donations’.

b) LCC – Reduction of Speed limit on Firby Road – sent to Councillors before the meeting - response required. SUPPORT

c) Halton Holegate Primary C.E School – request for support for a defibrillator in the Village.

It was agreed that the Chair & Clerk would arrange a meeting with the school to obtain more details.

6. Informative matters from LCC & ELDC Councilors

LCC – Not present – written report had been sent to the Councillors before the meeting.

ELDC – Cllr Swanson reported on the ELDC budget, and funds received from the government for the Towns Fund.  He also advised that the ELDC Issues and Options consultation replies were due by 12th April.

The member of the public was unable to connect correctly to the meeting.

Proposed Cllr Andrew, seconded Cllr Mrs. Holmes and unanimously agreed that these items should be paid.

10. Footpaths & Highways

a) Jobs Reported

356178 Halton Holgate sign – Job raised. Completed.

376472 Footpath uneven by the side of the Methodist Chapel to Peasgate Lane – No Further action. It was agreed that this footpath is still not satisfactory, the Clerk will make arrangements for a site meeting with LCC.

378664 – Road between Horse & Fen Bridges – assessed and work planned. Completed.

387056 – B1195 Deep Pothole. Completed.

b) The requirement for more bins was discussed and it was agreed to apply to ELDC for 2 bins situated -

Northorpe Road near public footpath sign.

B1195 on Spilsby Road, opposite the junction with Station Road.

Cllrs Mrs. Holmes & Ms Oliver will deal with the applications.

11. Policies & Procedures.

a) Health & Safety Policy – Cllr Sisson

It was agreed that the model policy should be sent to everyone, to be discussed at the next meeting.

Cllr Grant joined the meeting.

12. To discuss Government legislation concerning virtual meetings which ends on the May 7th, 2021. – information sent to Councillors before the meeting

It was agreed that the Chair & Vice chair would do a risk assessment of the chape school room and if the Council were able the Annual Parish Council Meeting would be held on the 20th May 2021 at the Chapel. Arrangements for the Parish Meeting would be made at the next meeting.
