4. Clerk’s Report

The Clerk had spoken to Ladybug and they had confirmed that there would be no increase to their charges for 2022. They would start with first cut in April and conclude cuts in September.

a) Lincolnshire Wolds Countryside Service – Proposed leaflet for 2022 

No amendments required

b) Town and Parish Council Vote to the Fix Our Roads - see Agenda Item 6

c) Steeping River Update Newsletter – forwarded to all Councillors before the Meeting. Noted

6. Informative matters from LCC & ELDC Councillors

LCC Cllr W Bowkett – COVID 19 update including 84 positive cases in ELDC previous week. Explained and urged support for “Fix Our Funds to Fix Our Roads – leaflet handed out and encouraged to write to MP Victoria Atkins. LCC would complete three grass verge cuttings in 2022 and the Community Team would be visiting the village to “dig out” the footways on the B1195

11. Highways

Chevron sign opposite Kandy on the B1195 - completed
Dangerous footpath on B1195 from Beverley House to Spilsby - see Agenda Item 6

White lines from Beverley House through the Hollowgate missing - completed

Fencing from the entry into Northorpe Road to the Rectory broken

Action: Clerk to be given the “incident number” by Cllr Sisson and then to ascertain an update

New Speed signs on the B1195 – positioning, and missing notice to indicate new speed limit – to await the decision on the new housing development on B1195

Footpath from Station Road running between Halton House and Halton Manor Email from resident. This matter had been looked into and it was advised that Countryside Access team should be approached directly if any further problems arise. 

Streetlight on Station Road – been reported by resident (number 411571) before Christmas but not resolved. 

Action: Clerk/Cllr Bowkett to check update

12. New Litter Bin for Halton Fenside – Cllr C A Holmes

Request from a resident re positioning of a litter bin at the end of Atkinson Lane and near the HHPC Notice Board. Proposed Cllr C A Holmes, seconded Cllr R Oliver and unanimously agreed.

Action: Clerk to fill in request forms etc. and forward to ELDC

13. Halton Holegate Church of England School - Defibrillator

Email received from school Senior Administrator answering a number of questions forwarded by HHPC Clerk. 

After lengthy discussion it was agreed that £500 be earmarked to support the project subject to all risk assessments, insurances, permissions etc. being in place. Cllr T Robson offered to liaise with the school on this matter. 

14. The Future of the Methodist Chapel – Cllr C A Holmes

It was reported that the Methodist Chapel was in danger of closing with July 2022 given as a date for any such decision. Revd. S Wilkins was willing to give further information if deemed appropriate. After lengthy discussion it was unanimously agreed that a Public Meeting be held (in conjunction with the Methodist team) to raise Parish awareness of this matter and the Meeting to be hosted by HHPC.

Action: Cllr D J Sisson to contact the Methodist team (including Revd. S Wilkins) to see if a date could be arranged before the 10 March 2022 HHPC Meeting.

15. To Discuss Further Protection for the Parish Laptop – Cllr J Grant

 Clerk reported that McAfee meets LALC levels of protection recommended.

16. To Discuss Any Further Action Required for Cooption of a Councillor

To continue to display vacancy notice in all the noticeboards.

To see if anyone from Halton Fenside has an interest in the position as no representative from that area of the Parish on the Council currently. Letter drop?
