MINUTES OF THE HALTON HOLEGATE PARISH COUNCIL MEETING
HELD ON 10th OCTOBER 2019

   There was a site meeting held at the Butchers, Firsby Road, before the 
   Meeting
 
                           
1. Apologies for absence
    Cllr Ms Oliver, Cllr Mrs Bowkett (LCC) 
    These absences were formally approved, by vote, having
    considered and accepted the reason for absence

3. Clerks Report
   a) Item moved to agenda item 8 for discussion
   b) The Clerk has contacted Spilsby Town Council concerning the emergency Plan & 
   Clustering – confirmation received, confirming that the Council will be in contact
   In the near future
   c) The Clerk has written to a resident concerning the Dyke outside 36 Halton Fenside

   It was proposed by Cllr Grant, seconded by Cllr Andrew that these bills should be paid

   Bank ACC 7232.06 Petty Cash £8.80
   c) The bank mandate has been signed and returned to Lloyds bank – awaiting bank

8. Planning Applications - Councilor Mr. S Andrew
    To Discuss
     S/072/01650/19 
     Detailed particulars relating to the erection of 4no. detached houses, detached garages and
     construction of a vehicular access (outline planning permission ref. no. S/072/02222/16
     Outline erection of 4no. dwellings granted on 28th December 2016.
    THE BUTCHERS, FIRSBY ROAD, HALTON HOLEGATE, SPILSBY, PE23 5PA
     There had been a site visit before the meeting, then discussed at length, it was
     Unanimously agreed to object with Comments.  A draft response would be sent to
     Councillors over the weekend for their comments and once agreed would be and sent off
     on Monday
 
a) The Clerk has received a reply from LALC concerning the Standing Order 
   – Planning between Meetings, which was handed out to all present. The Standing 
   Order will be amended and presented at the next meeting to be adopted
 
 
 9. Footpaths & Highways
     346962 Potholes – Providence cottage - Response A Job for repair
     has   been raised - 01/09/2019 No Further Update  
     346958 East of Hollowgate – damage to sign – acknowledged - 
     01/09/2019 No Further update  
     b) Road Plate Maintenance
     Reported to EDC Spilsby Road sign corner Station Road – missing
     Cllr Grant declared an interest
     Station Road sign – Overgrown, requires moving forward
     E mail received from Cllr Swanson – sent to Cllrs before the meeting
     c) Dangerous Road Halton Holgate Cllr Sisson
     Still awaiting contact from LCC Highways, it was proposed by Cllr Mrs Holmes, seconded
     by Cllr Grant unanimously agreed that the Clerk should contact Cllr Bowkett to 
     advise her that if the Parish Council do not get a response within 14 days the Parish Council
     will make a formal complaint
  
10. Rural Broadband Meeting – Cllr Sisson
     This item was delayed until the meeting

      This review took place on 1st October Targets were reviewed and new one set,
      which were accepted by the Clerk
